Puigdemont Prepares to Return to a Changed Catalonia

The former Catalan president is reportedly preparing to return, years after the 2017 independence attempt.

Former Catalan president Carles Puigdemont is reportedly preparing for a possible return to Catalonia years after the failed independence attempt of 2017. His potential return comes as Spain’s political landscape has changed considerably since the independence crisis, with Catalan separatism now operating in a different environment and Spanish politics increasingly dependent on regional support.

Puigdemont became one of the most recognisable figures of the Catalan independence movement after his government organised a disputed referendum and declared independence in 2017. He subsequently left Spain and became a central figure in the legal and political struggle between Madrid and the Catalan independence movement. His possible return therefore carries symbolic importance even if Catalonia’s political priorities have changed.

The issue illustrates how constitutional disputes can persist long after their most dramatic moments have passed. Catalan independence remains a politically divisive subject, but public opinion and party strategies have evolved. Some separatist parties have moved toward negotiations with Madrid, while others continue to advocate independence. Puigdemont’s return could therefore reactivate questions about amnesty, accountability and the future of Spain’s territorial structure. His presence in Catalonia would also provide a powerful symbol for supporters of independence while challenging Spanish authorities to manage the political consequences without reigniting the confrontation of 2017.
