Urban development projects are facing increasing resistance from residents concerned that new roads, construction and infrastructure expansion are destroying green spaces that serve as important environmental and recreational assets. In Mumbai's Powai area, for example, residents have protested against a proposed development-plan road that could cut through the Pramod Mahajan Garden, an urban forest, potentially affecting trees and existing green cover. More than 500 residents submitted representations to the municipal authorities, while thousands more signed letters opposing the proposed alignment. The dispute illustrates a broader tension facing rapidly growing cities: governments need new infrastructure to accommodate expanding populations and traffic, but infrastructure projects can also reduce the open spaces that provide shade, absorb rainwater, support biodiversity and improve residents' quality of life. Urban forests and parks are increasingly viewed not simply as recreational amenities but as components of climate resilience. They can reduce heat-island effects, improve air quality and provide areas where stormwater can be absorbed. The debate therefore increasingly concerns what cities should preserve as they expand.

The pressure on urban green spaces is particularly strong in densely populated cities where land is expensive and infrastructure requirements continue growing. A new road may improve traffic flow or provide an important connection between neighbourhoods, but its construction can involve tree removal, changes to drainage patterns and fragmentation of existing habitats. Residents often argue that infrastructure planning should examine alternatives before sacrificing established green spaces. Municipal authorities, meanwhile, must balance multiple objectives including transport capacity, housing, commercial development and environmental protection. The challenge is that the benefits and costs are distributed differently. A new road can benefit thousands of commuters while imposing environmental costs on residents living near the project. Green spaces can also have benefits that are difficult to capture in conventional infrastructure calculations. Trees can reduce local temperatures, lower exposure to certain pollutants and provide recreational opportunities without generating direct financial revenue. Their loss can therefore appear inexpensive in a construction budget while producing long-term social and environmental costs.

The growing backlash suggests that urban planning may need to place greater emphasis on environmental value when evaluating infrastructure proposals. Cities can use tree inventories, environmental-impact assessments, satellite mapping and public consultation to identify areas where construction would cause the greatest ecological damage. Alternative alignments, elevated infrastructure or redesigned road networks may sometimes reduce the need for extensive tree removal, although such solutions can involve additional costs. The objective is not necessarily to prevent all development but to ensure that infrastructure expansion does not systematically consume the limited green spaces available to urban residents. Mumbai's Powai dispute is therefore part of a wider question confronting rapidly urbanising cities: how can governments build the transport and housing infrastructure required for economic growth while preserving the natural systems that make cities liveable? As climate change increases heat and extreme rainfall risks, urban greenery is likely to become even more valuable. Public opposition to green-space loss may consequently grow stronger, forcing governments to treat parks, forests and tree cover as strategic infrastructure rather than land reserves available whenever conventional construction demands arise.
