Chinese President Xi Jinping has announced a proposed open-source artificial intelligence framework for BRICS nations, placing technology cooperation and wider access to AI capabilities at the centre of the group's expanding economic and strategic agenda. The proposal comes as artificial intelligence becomes increasingly important to national competitiveness, industrial productivity, public services, defence capabilities and technological influence. By promoting an open-source approach, China is positioning AI cooperation as a potential area where emerging economies can reduce dependence on proprietary systems developed and controlled primarily by a limited number of companies and countries. Open-source AI can allow developers, researchers and institutions to inspect, modify and build upon available models and technologies, potentially lowering barriers to experimentation and local adaptation. For BRICS members with growing digital economies but differing levels of technological infrastructure, such access could create opportunities to develop applications suited to domestic languages, industries and public-sector requirements. It could also encourage collaboration between universities, research institutions, technology companies and governments across participating countries. The proposal is significant because AI development has increasingly become part of geopolitical competition, with major powers seeking influence over computing infrastructure, advanced chips, models, standards and the rules governing artificial intelligence.

The potential benefits for BRICS countries extend beyond access to software. AI systems depend on computing capacity, high-quality data, specialised researchers and extensive digital infrastructure. An open-source framework could therefore serve as a foundation for broader cooperation involving research, education, cloud infrastructure, computing resources and technical standards. Countries could potentially adapt AI systems for local applications rather than relying exclusively on foreign commercial products. This could be particularly relevant for nations seeking greater digital sovereignty and concerned about dependence on technology platforms headquartered elsewhere. At the same time, open-source development does not eliminate the underlying infrastructure gap. Training highly capable AI models requires substantial computing resources, advanced semiconductors and technical expertise. Countries participating in a shared framework would therefore still need investment in data centres, chips, research institutions and skilled personnel. Questions surrounding safety, cybersecurity, data governance and responsible deployment would also need to be addressed. A common framework could become difficult to manage if participating countries adopt significantly different approaches to privacy, censorship, national security and AI regulation.

The announcement also has wider geopolitical significance because the global AI ecosystem is becoming increasingly fragmented. The United States, China, Europe and other technology powers are pursuing different industrial strategies and regulatory approaches, while developing countries are seeking greater access to advanced capabilities without becoming permanently dependent on any single technological bloc. BRICS offers a platform for countries to coordinate around that concern. An open-source AI initiative could strengthen the group's identity as a technology and innovation forum rather than limiting its cooperation to trade, finance and diplomacy. Its success, however, would depend on implementation rather than the announcement alone. Shared standards, technical infrastructure, financing, research cooperation and mechanisms for responsible development would all be necessary to turn the concept into a functioning ecosystem. If those challenges can be addressed, the framework could give BRICS members greater room to develop domestic AI capabilities while encouraging cross-border innovation. It could also contribute to a broader debate over whether the future of artificial intelligence should be dominated by a small number of commercial and national technology centres or distributed more widely across emerging economies.
